Chapter 26. General provisions about admission of vehicles to participate in the road traffic, their technical condition, equipment

• 194. Participation of a vehicle in the road traffic is prohibited:
• 194.1. when its construction and technical condition do not comply with the requirement of the technical normative legal acts;
• 194.2. without registration plates installed in prescribed parts of the vehicle, of a vehicle that has evidence of modification or destruction of the registration plates, and also of markings of the body, chassis, frames, made on them earlier by the organization (factory)-manufacturer (except for the ones registered under the established procedure);
• 194.3. with right-sided position of the vehicle's control organs (except for vehicles registered in the Republic of Belarus before 10 August 2002, and also belonging to persons arrived temporarily to the Republic of Belarus);
• 194.4. when it has been modified (via changing its type and/or designation, and also mass, dimensional or other technical characteristics provided by the documentation of the organization (factory) — manufacturer, including via equipping of the vehicle with beacons, special audible devices) without obtaining consent of SAI under the procedure established by the Ministry of Internal Affairs;
• 194.5. when it has not been registered under the procedure established by the Council of Ministers of the Republic of Belarus;
• 194.6. when it has not passed state technical inspection the procedure of which is determined by the Council of Ministers of the Republic of Belarus;
• 194.7. with defects specified in Annex 4 to these Rules;
• 194.8. with defective working brake system, steering mechanism;
• 194.9. with defective coupling device (being part of a road-train);
• 194.10. with defective (absent) lamps and/or rear position lamps at night-time on unlighted sections of the road and/or upon insufficient road visibility (defective lamps are deemed to be the lamps which emit neither driving nor passing light);
• 194.11. with defective windscreen wipers (during precipitations);
• 194.12. with windows the visible light transmittance of which is less than:

  — 75 percent — for windscreen (window used for the glazing of the front opening of the vehicle);

  — 70 percent — for front side windows;

  — 70 percent — for other windows unless they have marking made by the organization (factory) — manufacturer consisting of one of the following signs combinations: 43R, V; 43R, V-VI; AS3; 43R, V, AS3*;

  *These requirements do not apply to vehicles used for transportation, escort and security of officials subject to state protection in accordance with the legislative acts.

• 194.13. with externally visible labels (images), except for identification marks of vehicles provided in Annex 5 to these Rules, permit for admission of the vehicle in road traffic, advertising, information about belonging of the vehicle to a respective organization (individual entrepreneur), placed under the established procedure.
• 195. Participation of trolleybuses and tramways in road traffic is prohibited if there are one or more defects indicated in the technical normative legal acts regulating the technical condition of these vehicles.
• 196. Upon occurrence of defects, with the exception of those indicated in sub-clauses 194.8–194.11 of clause 194 of these Rules, the driver must take measures to eliminate them, and if it is impossible, he may proceed to the place of parking or repair, observing necessary precautions on ensuring the road traffic safety.
• 197. On a power-driven vehicles (except for tramways and trolleybuses) and trailers in the designated areas must be installed registration plates complying with the technical normative legal acts. In doing so:
• 197.1. installation of registration plates which differ from established specimens is prohibited;
• 197.2. tramway and trolleybus shall have registration numbers given by the Ministry of Housing and Communal Services.
• 198. Trucks with a border platform used for carriage of passengers must be equipped with seats fixed at the height of at least 0.3 meters from the upper edge downwards to the floor. Seats placed along the rear and lateral borders must have solid backs.

  Trucks with a body-van used for the carriage of passengers must be equipped with seats fixed at the height of 0.3 — 0.5 meters from the floor.

• 199. Power-driven vehicles used to train driving and belonging to the educational organizations must be additionally equipped:
• 199.1. motor vehicle (bus) — with clutch and brake pedals, necessary number of mirrors for the person training to drive motor vehicle (bus), and also be marked at their front and rear with identification mark “Training vehicle”. Pedals of clutch and brakes for the trainee and the person training to drive motor vehicle (bus) admitted to participate in road traffic from July 1, 2003, must impact on the working body of the corresponding system independently from each other;
• 199.2. trolleybus and tramway — with a special cabin with a seat and rearview mirror for the person training to drive the trolleybus or the tramway, controls of the brake, and also marked at their front and rear with identification mark “Training vehicle”.
• 200. Cycle must have operable brake system, steering mechanism and audible warning device, equipped with rear-view mirror, white retroreflector at its front, at its rear — with red retroreflector(s), and on each lateral side — with orange retroreflectors.

  Animal-drawn vehicle must be equipped with white retroreflectors at its front, with red retro reflectors — at its rear, have operable parking brake device and wheel chocks, provided by its construction.

• 201. Vehicles must have the following identification signs installed as provided by Annex 5 to these Rules:
• 201.1. “Road-train” — in the form of three lamps emitting orange light, placed horizontally on the roof of the cabin, with a space between them of 150 to 300 mm — on trucks and wheeled tractors (1.4 tonnes of thrust class and above) with trailers, on articulated buses and trolleybuses or in the form of upper position lights at the outer front position points of the cabin roof on the mentioned vehicles;
• 201.2. “Warning triangle” — in cases provided by these Rules;
• 201.3. “Studs” — in the for of an equilateral white triangle with its top upwards and with the red border, with an inserted black letter “Ш” (side of the triangle — at least 200 mm, width of the border — 1/10 of its side), — at the rear of power-driven vehicles with studded tires;
• 201.4. “Training vehicle” — in the form of an equilateral white triangle with its top upwards and with red border, with inserted black letter “У” (side of the triangle — at least 200 mm, width of the border — 1/10 of its side), — at the front and the rear of power-driven vehicles used for training to drive a power-driven vehicle (on the roof of cars a two-sided illuminated sign shall be installed);
• 201.5. “Speed limit” — in the form of a diminished colour image of the road sign “Maximum speed limit” with indication of the permitted speed of movement (diameter of the sign — at least 160 mm, border width — 1/10 of its diameter) — on the left of the back side of the body of power-driven vehicles being driven by drivers with driving experience of under two years, power-driven vehicles carrying dangerous, heavy and/or bulky goods, and also in the instances when the maximum speed of movement of the vehicle according to its technical characteristic is less than the speed determined in clause 89 of these Rules;
• 201.6. “Carriage of children” — in the form of a yellow square with red border (side of the square — at least 250 mm, border width — 1/10 of its side) with black image of the symbol of the road sign “Children” — at the front and at the rear of buses while carrying groups of children;
• 201.7. “Column” — in the form of a yellow square with red border with inserted black letter “К” (side of the square — at least 300 mm, border width — 1/10 of its side), — at the front and at the rear of the vehicles travelling in a transport column. When travelling in a transport column this identification mark shall be installed at the front and at the rear only of the vehicle closing the column, which is not an operative-service vehicle;
• 201.8. “Slow vehicle” — at the rear of vehicles;
• 201.9. “Distinguishing sign of the vehicle of the Republic of Belarus” — at the rear side, on the right, of the body of power-driven vehicles in accordance with the requirements of the technical normative legal acts. This distinguishing sign need not be installed on vehicles with the registration plates containing an image of the symbol “BY”;
• 201.10. “Bulky cargo” — in the form of a square 400 x 400 mm with applied diagonally from the left lower to the right upper corner red and white alternating stripes with the width of 50 mm with retroreflective surface — on extreme outer parts of the cargo projecting beyond the dimensions of vehicles;
• 201.11. “Dangerous cargo” — in the form of an orange rectangle 400 x 300 mm with black border with width of 15 mm, in the upper part of which there is an identification number of the type of danger, in the lower part — an identification number of the respective dangerous substance, and the sign “Danger” — in the form of a rhomb with a side of 250 mm, the image of which must correspond to the class of the dangerous substance — are installed in accordance with the rules of transportation of dangerous goods by automobile transport;
• 201.12. “Person disabled in hearing” — in the form of a yellow circle with a diameter of 160 mm with three inserted black circles of 40 mm in diameter, situated in the corners of an imaginary equilateral triangle with its top downwards, — at the front and at the rear of power-driven vehicles being driven by drivers with hearing disabilities;
• 201.13. “Heavy capacity vehicle”, “Long vehicle”.
• 202. Identification marks “Slow vehicle”, “Heavy capacity vehicle”, “Large length vehicle” must be produced and installed on vehicles, and the sign “Warning triangle” — produced, in accordance with the requirements of technical normative legal acts.
• 203. At will of the driver the following identification marks may be installed:
• 203.1. “Disabled person” — in the form of a yellow square with a side size of 150 mm and with an image of the black symbol of the road sign “Disabled persons” — at the front and at the rear of power-driven vehicles being driven by disabled persons of І, ІІ groups, and also by disabled persons of ІІІ group with locomotive apparatus disorders or by persons who carry such disabled persons;
• 203.2. “Physician” — in the form of a blue square with a side size of 140 mm and inserted white circle with a diameter of 125 mm, on which a green cross (height of the square — 90 mm, width of the stroke — 25 mm) is placed, — at the front and at the rear of vehicles being driven by drivers — physicians.
• 204. It is allowed to install retroreflective stripes (bands) of red colour at the rear, and of white colour — at the front, of vehicles in accordance with the requirements of technical normative legal acts.
• 205. Vehicles (except for those belonging to the Ministry of Defence, Ministry of Internal Affairs, Ministry on Emergency Situations, State Security Committee, State Border Committee, other troops and military formations of the Republic of Belarus) must be indicated with the marking with improved light reflective properties in the cases provided by the technical normative legal acts.
• 206. Warning devices for marking of flexible coupling links when towing power-driven vehicles must be made in the form of flags or panels with dimensions of 200 x 200 mm with on red and white diagonally alternating stripes with width of 50 mm with retroreflective surface. On a flexible coupling link there must be installed at least two of these warning devices.
• 207. Construction of a rigid towing device must comply with the requirements of the technical normative acts.
• 207¹. In the present of a snow cover, it is recommended that vehicles must have tires specially designated for winter period exploitation to participate in road traffic.
