Chapter 19. Standing and parking of vehicles

• 138. Standing and parking of vehicles are allowed:
• 138.1. in a specially provided space marked with the road sign “Parking” (“Taxi parking”, “Rest site”);
• 138.2. on the right verge in the direction of traffic, and, if none is provided or it is impossible to stop on it — at the edge of the carriageway parallel to it, except for the places where road signs or road marking allow another position of vehicles (outside built-up areas only standing of vehicles is allowed);
• 138.3. on the left verge of the one-way road, and in absence of the verge or impossibility to stop on it — at the left edge of the carriageway parallel to the edge, except for those places where the road signs or road marking allow other position of vehicles if there is a pavement directly adjacent to the carriageway, and in built-up areas — also on the two-way road with one lane for each direction without tramway track in the middle (outside built-up areas only standing of vehicles is allowed).
• 139. It is allowed to have vehicles parked with observance of requirements of road signs and horizontal road marking, and in their absence — subject to rational use of parking space without creating obstructions for access of other vehicles placed there and their further movement.
• 140. Standing for a period of more than 5 minutes and parking of a vehicle, including in places specially reserved for rest, must be carried out with a switched-off engine of the vehicle.
• 141. In case of a compelled standing of the vehicle on the carriageway and in places where standing is prohibited, the driver must take all possible steps to get it off the carriageway.

  It is necessary to eliminate technical malfunctions of the vehicle outside of the carriageway, if possible. In case of elimination of technical malfunctions of the vehicle on the carriageway, persons performing such actions are recommended to wear high visibility clothing with retroreflective elements.

• 142. It is prohibited to push on the carriageway vehicles, except for cycle, moped, motorcycle without side car (except for the case when they are being taken out of the carriageway).
• 143. Standing and parking of vehicles are prohibited:
• 143.1. in the validity zone of road signs “Standing prohibited”, “Parking prohibited”, “Parking prohibited on odd days”, “Parking prohibited on even days” and/or lines of horizontal marking 1.4, 1.10;
• 143.2. in places where the distance between continuous line of horizontal road marking (except for the line marking the edge of the carriageway) and standing vehicle is less than 3 meters;
• 143.3. on pedestrian crossings and less than 15 meters from them in both directions;
• 143.4. on intersections and less than 15 meters from the edge of the crossing carriageway (except for residential areas), with the exception of the side opposite to the lateral pass of three-way intersections with a continues line of horizontal road marking or continuous dividing strip;
• 143.5. on stop points of route vehicles and less than 15 meters from them, except for the cases of standing for picking up (setting down) of passengers, unless this impedes route vehicles traffic;
• 143.6. on bridges, overpasses, flyovers and below them, except for specially equipped spaces for parking;
• 143.7. on acceleration and deceleration lanes, traffic interchange exits and entries to them;
• 143.8. on level-crossings and less than 50 meters from them in both directions;
• 143.9. on road bends marked with road signs “Dangerous bend”, “Dangerous bends”, in other places with limited road visibility and where the road visibility is less than 100 meters at least in one direction of traffic;
• 143.10. on the carriageway of a two-lane road in front of a vehicle standing on the opposite side of the road;
• 143.11. on the left side of the road, except for the cases mentioned in sub-clause 138.3 of clause 138 of these Rules;
• 143.12. on tramway tracks and in the direct proximity to them, if this impedes the tramway traffic;
• 143.13. at the places where the vehicle conceals traffic light signals, road signs or other technical means of road traffic organization from the view of other drivers;
• 143.14. on pavements, except for specially reserved spaces marked with a road sign “Parking” (“Taxi parking”).

  Allowed is standing of vehicles of road maintenance and municipal services, vehicles with oblique white stripe on the sides, as well as other vehicles servicing trade and other organizations located directly at the pavement, for the period of work performance or loading (unloading) of the vehicle provided that the road traffic safety is ensured;

• 143.15. on lawns and other areas with green vegetation;
• 143.16. on passages in yards from the side adjacent to residential buildings;
• 143.17. in places where a parked vehicle impedes traffic, work of operative-service vehicles and vehicles of road maintenance and municipal services (entries to and exits from yards, passages in arches, narrow local access roads, places for containers of household waste and etc.);
• 143.18. less than 10 meters from shops service doors through which loading and unloading operations are carried out, closed gates, including garage gates.
• 144. Turning on of hazard warning lights by the driver while intentionally standing and parking in places where it is prohibited does not release him from the liability for violation of clause 143 of these Rules.
• 145. It is prohibited to park:
• 145.1. vehicles on the carriageway and on the verge outside built-up areas;
• 145.2. vehicles with technically permissible total mass of over 3.5 tonnes outside specially reserved spaces marked with a road sign “Parking” (“Rest site”).
• 146. It is prohibited to open (close) the doors of a vehicle or keep them open if this impedes traffic of other road-users.
• 147. In case of violation of the rules of standing or parking of vehicles, provided in this Chapter, as a result of which road traffic has been impeded or safety of citizens has been endangered, SAI officers are entitled to carry out forced towing away of such vehicles under the procedure provided by legislative acts and Instructions on the procedure of forced towing away (lock up of wheels) of vehicles, approved by the Council of Ministers of the Republic of Belarus.

  When drivers violate rules for standing and parking provided in this Chapter for trucks with technically permissible total mass of over 3.5 tonnes, buses, wheeled tractors, self-propelled machines, SAI officers can lock up the wheels of these vehicles under the procedure established by the legislative acts and the Instructions mentioned in part one of this clause.
