  • Chapter 11. Speed of vehicles

    • 87. When choosing a movement speed, the driver must take into account the speed limits established by clauses 88, 89 of these Rules and by technical means of traffic organization and also density of traffic, driver's field of vision, characteristics and condition of the vehicle and its load, road conditions, weather (meteorological) conditions and other factors that reduce the transparency of the atmosphere and affect the road visibility in the direction of movement. In doing so:
    • 87.1. at night-time and/or at insufficient road visibility, the speed of his vehicle must allow the driver to stop the vehicle within the limits of road visibility in the direction of traffic;
    • 87.2. upon occurrence of an obstruction or danger for traffic, which the driver is able to detect, he is obliged to immediately take measures to slow down the speed of his vehicle, up to the complete stop of the vehicle.
    • 88. In built-up areas vehicles may travel at a speed of not more than 60 km/h, and those towing other power-driven vehicles — not more than 50 km/h, in residential and pedestrian areas and in adjoining territories — not more than 20 km/h.
    • 89. Outside the built-up areas, it is allowed to travel at a speed of:
    • 89.1. for motor vehicles and trucks with technically permissible total of not more than 3.5 tons on motorways — not more than 110 km/h, on other roads — not more than 90 km/h;
    • 89.2. for buses and motorcycles — not more than 90 km/h;
    • 89.3. for buses, cars and trucks, when they travel with a trailer, trucks with technically permissible total mass of over 3.5 tonnes, on motorways — not more than 90 km/h, on other roads — not more than 70 km/h;
    • 89.4. for power-driven vehicles conducted by drivers having a driving experience of under two years, and also while training to drive a power-driven vehicle, when the vehicle is conducted by a trainee, — not more than 70 km/h;
    • 89.5. for trucks carrying passengers in its bed, — not more than 60 km/h;
    • 89.6. for vehicles towing other power-driven vehicles, — not more than 50 km/h;
    • 89.7. for vehicles transporting dangerous goods, heavy and/or bulky vehicles — at a speed not exceeding the speed established when transportation conditions have been agreed.
    • 90. With regard to road conditions and ensuring road traffic safety the speed allowed by clauses 88 and 89 of these Rules may be changed (decreased or increased) by using the road signs “Maximum speed limit”.

      Road signs “Maximum speed limit” do not apply to vehicles mentioned in clause 88 of these Rules, towing other power-driven vehicles, and to vehicles listed in sub-clauses 89.4–89.7 of clause 89 of these Rules if the speed limit indicated on these signs exceeds the maximum speed limit established by these provisions.

    • 91. The driver is prohibited to:
    • 91.1. exceed a maximum speed limit determined by technical characteristics of the vehicle;
    • 91.2. exceed the speed established by the road sign “Maximum speed limit”, clauses 88 and 89 of these Rules;
    • 91.3. exceed the speed specified by the road sign “Speed limit” installed on the vehicle in accordance with sub-clause 201.5 of clause 201 of these Rules;
    • 91.4. prevent the progress of road traffic moving without necessity at a low speed and also to travel with lower speed than established by the road sign “Minimum speed limit”;
    • 91.5. brake abruptly unless it is necessary to prevent a road accident.
