Chapter 25. Towing of power-driven vehicles

• 188. Towing of a power-driven vehicle is carried out by means of a coupling (flexible or rigid) or by means of its partial loading on a towing vehicle.
• 189. Towing by means of a coupling must be carried out only if there is a driver in the vehicle being towed, except for the instance when the construction of rigid coupling ensures the movement of the towed vehicle along the path of the towing one.
• 190. When towing a bus, trolleybus, tramway, truck, wheeled tractor, self-propelled machine by means of a coupling, the carriage of passengers inside them is prohibited.

  When towing by means of partial loading, the stay of persons inside the towed vehicle, and also inside the bed of the towing vehicle, is prohibited.

• 191. When towing by means of a flexible coupling, the distance between the towing vehicle and the vehicle being towed must be within the limits of 4-6 meters, and when towing by means of a rigid coupling — not more than 4 meters. To mark flexible connecting links, precautionary devices shall be used in accordance with clause 206 of these Rules.
• 192. In the event of towing:
• 192.1. by means of a flexible coupling, the vehicle being towed must have operable working brake system and steering control;
• 192.2. by means of a rigid coupling, a vehicle being towed must have operable steering control, except the instance when the construction of the rigid coupling ensures the movement of the vehicle being towed along the path of the towing vehicle, and when the towed vehicle's mass is more than half of the mass of the towing vehicle — working brake system must be operable.
• 192.3. by means of a partial loading, the vehicle being towed may have defects in working brake system and steering control.
• 193. It is prohibited to perform towing:
• 193.1. if it violates requirements determined in clauses 189 — 192 of these Rules, and other requirements provided by these Rules in relation to towing;
• 193.2. during the ice-slick by means of a flexible coupling;
• 193.3. by road-trains;
• 193.4. by motorcycles without side cars, and also of such motorcycles, except for the towing of trailers specially designed for motorcycles;
• 193.5. of power-driven vehicles with a flexible coupling, if the work of their working brake systems and/or steer systems is connected with the work of the engine that was stopped;
• 193.6. of two or more vehicles, except for the towing with a rigid coupling of the truck tractor with semitrailer;
• 193.7. of mopeds and by mopeds, with the exception of towing of an industrially manufactured cycle trailer.
