Chapter 18. Traffic in residential and pedestrian areas, and in adjoining territory

• 133. Movement of vehicles in residential and pedestrian areas, adjoining territory is allowed with regard to the requirements of this Chapter provided that drivers take all measures on ensuring safety of pedestrians, cyclists, other road-users.
• 134. In a pedestrian area only the traffic of road maintenance and municipal services vehicles, motor vehicles with oblique white stripe on the sides, as well as other means of transport servicing trade and other organizations located in the pedestrian area (citizens living in this area), vehicles belonging to citizens living in the area is allowed, in the absence of other opportunities for their entrance.
• 135. In residential and pedestrian areas, adjoining territory, the traffic of pedestrians is allowed on pavement (sidewalk), verge and carriageway. Pedestrians have the priority over vehicles, but they must not interfere unreasonably with their traffic.
• 136. When leaving residential and pedestrian areas, adjoining territory, drivers must give way to vehicles moving on the road, as well as to pedestrians, cyclists and horseback riders, whose way of movement they cross.
• 137. In residential and pedestrian areas, adjoining territory, drivers of power-driven vehicles are prohibited to:
• 137.1. travel at a speed of above 20 km/h;
• 137.2. travel through;
• 137.3. train to drive a power-driven vehicle;
• 137.4. have a power-driven vehicle parked with a known malfunction of the anti-theft alarm system that randomly emits continuous sound signals;
• 137.5. have trucks with technically permissible total mass of over 3.5 tonnes, buses, wheeled tractors and self-propelled machines parked outside specially designated areas marked with the road sign “Parking”, unless it relates to the performance of work by them.
